MEDIUM TERM DEVELOPMENT PLANS AND ANNUAL PROGRESS REPORT 2009 Section 1(3,4), 2 to 11 of the National Development Planning (System) Act 1994 (Act 480) requires the National Development Planning Commission to issue from time to time, legislative Instruments and Guidelines to regulate the Decentralized Planning System and to guide District Assemblies (DAs) and Sector Ministries, Departments and Agencies (MDAs) in the preparation of Development Plans. These Guidelines are always based on approved Medium Term Development Policy Framework. Since its creation in 1994, NDPC has received Medium Term Development Plans from Districts and Sectors for review and approval. In addition, the Districts and Sectors prepare M&E Plans to monitor the progress of implementation of their respective Medium Term Development Plans and demonstrate, through evidence-based information, that interventions spelt out in the plans are having the desired impacts in terms of positively transforming the lives of all targeted beneficiaries. Based on the 2006-2009 plan period (GPRS II), Districts and Sectors prepared Medium Term Development Plans, M&E Plans and Annual Progress Reports. Copies of the 2009 Annual Progress Reports are uploaded as a way of communicating and disseminating results.
