  1. DIRECTOR, RESEARCH AND INNOVATION

JOB PURPOSE    Under the overall guidance and direction of the DG, the director provides technical and administrative leadership for the Research and Innovation Division

JOB PURPOSE    Under the overall guidance and direction of the DG, the director provides technical and administrative leadership for the Development Coordination Division

  1. DIRECTOR, MONITORING AND EVALUATION

JOB PURPOSE    Under the overall guidance and direction of the DG, the director provides technical and administrative leadership for the Monitoring and Evaluation Division

     Duties and Responsibilities (Directors):

  1. Advise the Director-General on matters pertaining to national development.
  2. Provide leadership for the achievement of the established objectives of the division and ensure that the divisional structure, roles, procedures and methodologies facilitate the achievement of these objectives
  3. Oversee the preparation of work programmes and timetables in conformity with the Divisions and Commissions objectives
  4. Supervise the activities of all sectional heads and ensure high quality divisional outputs
  5. Coordinate research on national development issues and maintain a repository of knowledge for purposes of learning
  6. Lead the preparation of the Long-term and Medium-term Policy Frameworks, Planning Guidelines, Annual Progress Report and other key deliverables
  7. Ensure the preparation of quality policy papers
  8. Ensure that all personnel are kept abreast with and are fully conversant with the most up-to-date concepts, technologies and methods in relation to the Division.
  9. Ensure that services needed to facilitate work of staff are provided and on schedule
  10. Lead the coordination, establishment and maintenance of effective MI Systems
  11. Coordinate policy formulation, plan preparation, monitoring and evaluation and research at national and sub-national levels
  12. Supervise the tracking and evaluation of the implementation of development plans, policies and projects
  13. Ensure the organisation of regular meetings with staff to acquaint them with the work and policies of the Division
  14. Prepare in consultation with the Director of the General Services Division, a Career progression plan for staff within the Division
  15. Ensure collaboration with relevant stakeholders and advise on training needs for subordinate staff
  16. Ensure staff appraisals are carried out in a timely manner
  17. Perform any other duties as may be assigned by Director-General

Qualification and Experience (Directors):

  1. Must possess a minimum of a Master’s degree in Development Planning, Development Policy or relevant discipline of Economics, Social Sciences, M&E with strong analytical background
  2. Must be fully certified by a recognised and relevant professional body
  3. A minimum of twelve (12) years’ post qualification experience of which at least five (5) years have been in senior management
  4. Knowledge of both national and international development issues and enhanced understanding of the National and sub-national Planning Processes including Monitoring and Evaluation
  5. Demonstrable evidence of experience and previous work involving strategic and/or development planning
  6. Demonstrable experience in research and policy analysis with relevant publications in high reputable journals
  7. Demonstrated capacity to generate and implement new ideas.
  8. Excellent skills on resource mobilization
  9. Knowledge in the conduct of research, data analysis and interpretation
  10. Knowledge in ICT including Microsoft Office suite and statistical analysis softwares

  1. RESOURCE MOBILIZATION AND PARTNERSHIPS OFFICER

JOB PURPOSE    Under the overall guidance and direction of the DG, develop and implement a partnership and resource mobilization strategy with positioning strategies for the Commission

Duties and Responsibilities

  1. Identify innovative funding sources and potential partners
  2. Design state-of-the-art resource mobilization policies and procedures that represent best practices and in compliance with the host organization’s requirements and are in sync with the values of the Commission and the host organization
  3. Develop and implement an effective strategy and tools for creating strategic partnerships and mobilizing financial resources from donors, development partners, individuals and other stakeholders.
  4. Develop an annual resource mobilization plan and work closely with the Divisions to define and agree on specific fundraising targets and events for the year
  5. Develop and maintain a comprehensive database on key existing and potential donors: their priorities or areas of interest for financial support; criteria and guidelines for providing grants; and donor policies that may have impact on funding for NDPC now or in the future
  6. Develop and maintain a tracking system for follow-up on financial commitments made by development agencies and partners with a view to ensuring that pledges are met
  7. Prepare reports in consultation with the relevant divisions and Accounts in a timely manner
  8. Identify and pursue opportunities for strategic partnerships by organizing targeted partners’ meetings, campaigns and events with a view to increasing the visibility and influence of the Commission
  9. Develop a portfolio of partners and maintain open channels for regular dialogue with potential donors and partners
  10. Strengthen relationships with existing partners through timely and transparent communication that fosters trust; and identify and build new relationships with other development agencies, bilateral and multi-lateral development institutions, private sector and civil society organizations
  11. Review, and assess regularly, the health of the Commission’s relationship with existing partners, provide guidance on relationship management and strengthening partnerships
  12. Provide the D-G with regular briefs on resource mobilization status and proposals for new strategic partnerships
  13. Perform any other duties as may be assigned by Directors and Director-General

Qualification and Experience

  1. Must possess a minimum of a Master’s degree in Business, International Studies, Communications or equivalent
  2. Membership of a recognised and relevant professional body
  3. A minimum of nine (9) years’ post qualification experience of which at least three (3) years have been in senior management
  4. Pass a competitive selection interview conducted by the Commission in consultation with PSC
  5. Experience in resource mobilization, strategic partnerships and marketing with demonstrated success in all aspects of resource mobilization (targeting, proposal writing, sales, negotiation, reporting)
  6. Knowledge of both national and international development issues
  7. Demonstrable evidence of experience and previous work involving strategic planning
  8. Demonstrable experience in research and policy analysis
  9. Demonstrated capacity to generate and implement new ideas.
  10. Excellent skills on resource mobilization and donor fund administration
  11. Knowledge in ICT including Microsoft Office suite and statistical analysis softwares

  1. Various donor requirements and proven ability to develop and write convincing and winning grants proposals within the required timeframe

  3. Collate inputs for the preparation of work programmes and timetables in conformity with the Divisions and Commission’s objectives
  4. Provide technical analysis for the formulation of sectoral policies and plans
  5. Prepare quality policy papers to be presented at both national and international conferences
  6. Contribute to research on national development issues and maintain a repository of knowledge for purposes of learning and assisting other organizations as needed
  7. Conduct analysis on the implementation of development plans, policies and projects
  8. Support the preparation of Long-term and Medium-term Policy Frameworks, Planning Guidelines, Annual Progress Report and other key deliverables
  9. Maintain and update effective Management Information Systems
  10. Perform any other duties as may be assigned by Directors and Director-General

  1. PRINCIPAL OFFICER, PROCUREMENT and PRINCIPAL OFFICER, INFORMATION TECHNOLOGY (IT) (2 POSITIONS)

JOB PURPOSE:   Under the direction and guidance of the Chief Manager, provide professional support for the provision and effective management of service delivery in their respective units.

Duties and Responsibilities (Applicable to both Principal Officers)

  1. Oversee and coordinate policies, procedures and routines in their respective units
  2. Support the preparation of NDPC’s annual budget by providing the appropriate inputs
  3. Manage the day-to-day operations for the effective function of the unit
  4. Prepare periodic reports on all activities and projects related to their respective units
  5. Support in the provision of services and facilities necessary to support operation of the NDPC
  6. Ensure staff appraisals are carried out in a timely matter
  7. Perform any other duties as may be assigned by the Chief Manager or Director

 Additional Duties and Responsibilities applicable to Principal Officer, Procurement

  1. Scrutinise tendering arrangements and other means of obtaining competitive prices to comply with the National, Procurement, Contract and Financial procedure/rules
  2. Monitor contractual and procurement action, implement Contract Close-out and recommends termination where necessary
  3. Ensure contract compliance and performance management in the implementation of goods, works and services contracts in collaboration with clients

 

Additional Duties and Responsibilities applicable to Principal Officer, IT

  1. Coordinate the design and development of procedures, standards and guidelines to support the implementation of ICT systems within the organization
  2. Approve and recommend technical specifications for the requisitioning, procurement and the deployment of equipment, software resources and other ICT systems for NDPC.
  3. Coordinate the design and implementation of security measures to protect the ICT installation, infrastructure, and systems of NDPC

Qualification and Experience (Principal Officers)

  1. Must possess a Master’s Degree in Procurement, Supply Chain Management, IT or relevant field as applicable from a recognized Tertiary Institution
  2. Must have a minimum of nine (9) years post qualification working experience of which at least three (3) have been in senior management.
  3. Membership of a recognised and relevant professional body.
  4. Knowledge of human resources, management, procurement, supply chain management, information technology and systems as applicable.
  5. Knowledge of budget and financial management principles and practices, specifically of the Public Financial Management Act 2016, the National Labour Act, Internal Audit Agency Act and the Public Procurement Act.
  6. Proficiency in the use of computers and an understanding of systems management.
  7. Knowledge in ICT including Microsoft Office suite and statistical analysis softwares.

Competencies in (Principal Officers):

  1. SENIOR PLANNING ANALYST

JOB PURPOSE    To provide operational support for development policy, planning, coordination, M&E and research 

Duties and Responsibilities

  1. Assist in the conduct of studies on relevant development issues
  2. Play a support role in liaising with sector agencies and sub-national structures for effective collaboration
  3. Provide inputs for preparation of work programmes and schedules in conformity with the objectives of the Divisions
  4. Support technical analysis for the formulation of sectoral policies and plans
  5. Support the preparation of quality policy papers to be presented in both national and international conferences
  6. Contribute to research on national development issues and maintains a repository of knowledge for purposes of learning and assisting other organizations as needed
  7. Support in the conduct of analysis on the implementation of development plans, policies and projects

  1. ESTATE OFFICER

JOB PURPOSE    Under the direction and guidance of the Chief Manager, lead the provision of support for the efficient management and maintenance of the property of the NDPC

Duties and Responsibilities

  1. Manage the estates unit of NDPC
  2. Lead the provision of technical support in the periodic maintenance of NDPC’s property
  3. Provide technical support in the preparation of budget estimates for works on NDPC’s building/equipment
  4. Inspect sanitation and maintenance of NDPC’s Estates
  5. Supervise furnishing of offices and residential accommodation
  6. Submit periodic reports on the maintenance of the property of the NDPC
  7. Ensure supply of reliable utility services
  8. Ensure staff appraisals are carried out in a timely matter
  9. Perform any other duties as may be assigned by the Chief Manager or Director

Qualification and Experience

  1. Must possess a Bachelor’s Degree in Estate Management or its equivalent
  2. A minimum of three (3) years post qualification work experience in Estate and Property Management

  1. DRIVER

JOB PURPOSE    To provide transportation services to officials on assignment and ensure maintenance of vehicles.

Duties and Responsibilities

  1. Convey assigned officials, goods and equipment to and from designated destinations
  2. Register the movement of vehicles
  3. Assist in the keeping and updating of records on all vehicles of NDPC
  4. Assist in the Investigation of vehicles involved in accidents as appropriate
  5. Conduct checks to ascertain the road worthiness of vehicles
  6. Assist in the examination of vehicles as and when necessary
  7. Dispatch official mails as appropriate
  8. Perform any other duties as may be assigned by the Chief Driver, Transport Officer or Chief Manager

Qualification and Experience

  1. A minimum of a WASSCE Certificate
  2. A professional level qualification or certification in auto mechanics
  3. A valid driver license not below ‘C’ class with three (3) years post driving experience

  1. LABOURER/GARDENER

JOB PURPOSE    To perform routine manual and horticultural duties of the Commission

Duties and Responsibilities

  1. Ensure NDPC premises are tidy
  2. Weeding and keeping of lawn
  3. Undertake for all the horticultural duties as may be required
  4. Perform manual assignments as may be required
  5. Perform any other duties as may be assigned by the Estate Officer or Chief Manager

Qualification and Experience

  1. A minimum of a BECE Certificate
  2. Minimum of three (3) years post qualification experience

Competencies in:

  1. Safety, security and environmental health
  2. Communication and Interpersonal Skills
  3. The ability to work in teams
  1. CLEANER (2 POSITIONS)

JOB PURPOSE    To perform routine duties to clean the compound/environs of all official facilities

Duties and Responsibilities

  1. Maintain cleanliness of NDPC offices and premises
  2. Ensure the efficient use of cleaning materials
  3. Daily wiping, mopping of floors, cleaning washrooms and other assigned areas within NDPC
  4. Dusts areas such as louvres, windows, tables and removes cobwebs
  5. Sweep and weed compound
  6. Perform any other duties as may be assigned by the Chief Cleaner, Estate Officer or Chief Manager

Qualification and Experience

  1. A minimum of a BECE Certificate

Competencies in:

  1. Safety, security and environmental health
  2. Communication and Interpersonal Skills
  3. The ability to work in teams

COMPENSATION

The National Development Planning Commission’s compensation package is competitive in the public sector, with very attractive fringe benefits.

CONDITION

Applicants must be able to serve the Commission for a minimum of four (4) years on the appointed grade before attaining the compulsory retirement age of (sixty) 60.
